If a nursing facility wishes to participate in the Medicare (Title 18) program, it must be certified as a Skilled Nursing Facility. All nursing homes must be licensed as Nursing Facilities in order to receive Medicaid (Title 19) reimbursement.

All nursing facilities must have 24 hour licensed LPN or RN coverage. Coverage means either at the nursing facility or available by phone; it depends on the level of care being offered. An RN must be on duty at the nursing facility for a minimum of 8 hours per day each day of the week.
